Despite the vast literature on the development of EU foreign policy institutions and the EU's growing experience as an international actor, relatively little effort has been made to explain the often-contentious negotiations among Member States that determine whether or not a common policy is adopted, and if so, what it will be. This paper proposes a Normative Institutionalist theory of intra-EU negotiations on foreign policy and external relations, including hypotheses that explain policy outcomes in terms of entrapment and cooperative bargaining dynamics.
It compares these hypotheses' causal mechanisms and observable implications to those of hypotheses derived from Intergovernmentalism as well as theories of Social Learning and Normative Suasion. Traditional analyses of the European Union's common foreign and security policy CFSP tend to characterize it either as an effete and declaratory expression of lowest common denominator politics, or as a limited framework for median-interest foreign policy bargaining. Even at a modest empirical level, however, these representations of CFSP fail to convince in view of its development in recent years. This article will argue that a cognitive approach towards the study of CFSP opens up new and crucial vistas for analysis, and offers some striking conclusions on the reciprocal relationship between CFSP and national foreign policies and the transforming capacity of the CFSP national foreign policies, including their 'Europeanization'.
The basic conceptual argument for looking at the ENP through the prism of identity construction is that this offers a unique frame of reference that is potentially capable of providing a more profound understanding of the European Union — both as an international actor and as source of foreign policy in the international system. To do so, this chapter proceeds in the first part, by laying out the basic conceptual arguments for looking at the ENP through the prism of identity construction, introducing readers to this theoretical approach, highlighting its assumptions and laying bare both its strengths and weaknesses as an analytical approach.

New institutionalism focuses our attention on the role of individual diplomats and the networks that they work in, and away from looking at the relation between the European Union Member States and the international system. Socialisation, norm entrepreneurship and logic of appropriate behaviour have become accepted as important explanatory variables influencing the behaviour of the EU Member States. It is a prime site for observing the process of diplomatic coordination between EU Member States and its policy outputs.
The paper is in five sections. After the introduction, the second section discusses different approaches to theorising how EU foreign policy is made, looking briefly at intergovernmentalism and at variations of new institutionalism. The next section presents a chronology of EU common statements against labour standard violations in the ILO in the annual Committee on the Application of Standards. It gives examples of norm-entrepreneurial behaviour, socialisation processes and their consequences on the policy outputs of the EU in the UN system.
